RICHMOND, Va. — Virginia on Wednesday became the 38th state to approve the Equal Rights Amendment, a symbolic victory for those who for generations have been pushing for a constitutional guarantee of legal rights regardless of sex.

Virginia’s decision does not seal the amendment’s addition to the United States Constitution. A deadline for three-quarters, or 38, of the 50 states to approve the E.R.A. expired in 1982, so the future of the measure is uncertain, and experts said the issue would likely be tied up in the courts and in the political sphere for years.

A House Judiciary subcommittee holds a hearing to consider several legislative proposals involving ratification of the Equal Rights Amendment. 

Rep. Carolyn B. Maloney, D-New York, is the sponsor of  H.J.Res.35, which would restart the amendment ratification process, and has been introducing ERA legislation DURING each session of Congress since 1992.

Rep. Jackie Speier, D-California, 
proposed legislation that would extend the deadline for ratification. Murkowski and Cardin did the same in the Senate.

She presently serves on the Florida Advisory Committee of the U.S. Commission on Civil Rights
  • Dr Pat Spearman:  Dr. Pat is an Ordained Minister, former Pastor, and serves on the Global Social Justice Ministry Team of The Fellowship of Affirming Ministries.  She is also a retired Lieutenant Colonel (U.S. Army), former part-time lecturer at the University of Louisville, and a Nevada State Senator representing Senate District 1.
  • Ms Patricia Arquette: Ms Arquette is an actor and activist for women’s rights.

The Equal Rights Amendment (ERA) has had a simple purpose since it was first proposed in Congress in 1923: People should get equal protection under the law no matter their gender.

That's as uncontroversial as legislation gets, but the ERA has struggled and failed for decades to get ratification nationwide.
